Goals and Objectives


This three-year master plan is designed to provide a comprehensive and inclusive approach to English language development for English Learners (ELs) in grades TK-12. The plan aims to implement the EL Framework and Roadmap through the use of PYLUSD Signature Practices (inclusive of Universal Design for Learning “UDL” and AVID WICOR strategies) to ensure that all ELs have equal access to and opportunities for success in acquiring English language proficiency.


Academic Performance Goals

  1. English learners progress toward achieving fluency in English Placentia Yorba Linda Unified English learners will improve by 3% each year on the English Learner Proficiency Indicator (ELPI) on the California School Dashboard.
  2. Achievement of English learners on the Smarter Balanced Summative Assessments in English Language Arts
    1. The percentage of ELs who score standard met or exceeded will improve by 5% each year. 
    2. 80% of ELs will decrease Distance from Standard (DFS) by 7 points each year
  3. Achievement of English learners on the Smarter Balanced Summative Assessments in Mathematics
    1. The percentage of ELs who score standard met or exceeded will improve by 5% each year. 
    2. 80% of ELs will decrease Distance from Standard (DFS) by 5 points each year
  4. The reclassification rate for Placentia-Yorba Linda USD will be at or above the State average each year and the number of students achieving a score of “4” on the summative ELPAC will increase by 5% each year as measured by the Spring ELPAC Assessment.

Objectives

  1. Implement the English Learner Framework and CA English Learner Roadmap in our classrooms across the district.
  2. Evaluate the English Learner program’s ability to meet the needs of ELs, including language instruction, academic support, and cultural resources.
  3. Maximize the district-wide assessment system to track the progress of ELs and guide instructional decision-making and support.
  4. Provide resources and professional development opportunities for teachers to enhance their skills and knowledge in English language development.
  5. Allocate resources equitably to support student needs.
  6. Collaborate with families and community organizations to ensure ELs can access resources outside of school.
